Culture is identified as one of the factors that play a decisive role in the strength and position of each country and nation. Therefore, building and developing Vietnam’s culture in response to the need for sustainable development of the country is one of the most important tasks of the Vietnam revolution today. Building the right cultural policy will help promote cultural development and is significant for cultural value education for today’s students. To clarify the policy of building and developing national culture and its role in educating national cultural values students, a qualitative study was conducted; at the same time, a survey was conducted with 175 people including policymakers, managers, lecturers and students at universities. Based on the results achieved, this study proposes solutions for policy development as well as future educational measures.
