Abstract

This paper analyzes the procurement processes at the Federal University of Jataí (UFJ) using innovative methods that integrate action research methodology with concepts of innovation. The OPAA method (Observe, Think, Act, Evaluate) is an innovative approach adapted for this research, combining principles of action research and innovation to effectively optimize processes. OPAA is structured into four interconnected phases: Observation to identify issues; Thinking to analyze data; Acting to implement corrective actions; and Evaluating to adjust interventions based on results. Additionally, a method inspired by Disney's Creative Strategy, incorporating the perspectives of Dreamer, Realist, and Critic, aids in developing practical and innovative solutions. The primary aim of this study is to reduce rework, improve internal communication, and enhance administrative efficiency, focusing on optimizing processes that cause delays in the procurement sector. Management tools such as Business Process Management (BPM) and Bizagi Modeler will be employed to map and document process flows. This approach offers a replicable model for other higher education institutions, fostering sustainable innovations and improvements in operational efficiency.
